Causes

Pups still too young to survive separation

An Aloe vera pup develops through a rhizome connection to the parent plant, and for a meaningful stretch of its early growth it depends entirely on the parent's established root system rather than one of its own. Pups separated while still small — under roughly 2 to 3 inches tall — typically haven't yet grown enough independent root tissue to sustain themselves once cut off from that lifeline, which is why a pup removed too early often stalls, wilts, or simply fails to establish. The general benchmark growers use is waiting until a pup is at least a third the size of its parent with roots of its own already visible before considering separation.

Insufficient light reaching the whole rosette

A pup still attached to its parent is drawing on the same limited energy budget the parent plant produces through photosynthesis, and in low light that budget is stretched thin enough that there's little surplus left over to fund a pup's independent growth. Both the parent and its pups tend to grow faster once moved into stronger light, since more available light energy translates directly into more carbohydrate the plant can allocate toward new tissue, including offsets.

Incorrect separation technique

A pup that's simply tugged or pried away from the parent, rather than carefully excavated to expose and preserve its own root system first, frequently ends up in its new pot with little to no functional root tissue attached. Without roots to establish contact with the soil immediately, that pup has no way to take up water or nutrients and will decline regardless of how good the potting conditions otherwise are.

Overcrowding at the base of the parent plant

A mature Aloe vera that's produced several pups over time can end up with more offsets clustered around its base than the pot has room or soil volume to properly support, and the smaller, weaker pups in that crowd lose out in competition with both the parent and the more established pups for the limited available root space and nutrients. Thinning the pup cluster, rather than leaving all of them to compete indefinitely, often lets the remaining pups grow noticeably faster.

Normal vs. When to Worry

Pups naturally grow slowly while still attached to and shaded by the parent plant, and in low light that pace can look close to a complete standstill without anything actually being wrong. What's worth addressing directly is a separated pup that wilts and doesn't recover, or one that still hasn't produced any new roots after four to six weeks in its own pot — either outcome points to separation that happened too early or a technique issue with how the roots were handled, rather than a normal slow growth phase.
